「１年半もかかってつくるような総合計画は、いらない。」
「まず、今ある計画をどう使って活かしていくかを考えよう。」

武雄市、樋渡啓祐市長の考えである。

私は、これを聞いたとき思わずにんまりとした。ニューヨーク市だ。
にんまりとは不謹慎だが、私も含めておおかたの市民の関心は、
「抽象論」より「具体性」にあると思うからだ。

以下、2003年まで東京都副知事だった青山やすし氏の「政策想像塾」から一部抜粋する。

ニューヨーク市は総合的な計画を作らない。
そのかわり、市長経営レポートとして、毎年、議会に報告する。
これは、年度の業績を評価し、事業の目標と業績の目標を具体的に示すものである。

１０年か２０年に一度、総合的な計画を作るシステムではないが、
内容が具体的だから、市民にはわかりやすい。
むしろ、計画を毎年つくるといったほうがいいかもしれないくらいである。
（中略）
これまでの行政改革はケチケチ作戦が主流だった。
しかし、このような行政改革は、象徴的な意味はあっても、実質的な効果は限定的である。
現代の行政改革は・・・収入増とかの・・・積極策が期待されている。
（中略）
これからは、従来の型にこだわらず、新たなスタイルの計画策定を指向したいものである。


話は変わりますが、
ジュリアーニ市長と樋渡市長。
どこかしら似ていますよね。お二人。
イメージがどんどん膨らみます。

Instead, it reports to the assembly as a mayor management report every year.
This evaluates the achievement in fiscal year, and shows the target of the business
and the target of the achievement concretely.

years that makes the overall plan, it is comprehensible in the citizens.

In a current administrative reform, a stingy strategy was main current.
However, even if such an administrative reform has the symbolic meaning, a
substantial effect is limited.
A modern administrative reform ･･･ the income increase ･･･ The aggressive plan is
expected.

plan decision of a new style.
