夕食後、テレビのスイッチを入れてみたら、
ナビゲーターの女の子が、森さん！といいながら、
透明のフィルムを取り扱っている。

短髪の白髪頭で日焼けした顔のおやじさんである。
楽しそうに水耕栽培の野菜を手に取っていた。

森有一氏。
メビオール株式会社のCEO兼早稲田大学の客員教授である。

紙おむつなどに使われている高分子吸水性ポリマーから作られた、
ゲル状の物質を開発した方らしい。

これを農業に利用出来ないかと森氏は考え、
『ハイドロゲル』をフィルム状に加工したのだそうだ。

名前は、『ハイドロメンブラン』。
これを『ハイメック』という、まったく新しい植物栽培システムに使う。

ハイドロメンブランが細菌等を通さずに水と養分のみを吸収するため、
安全で栄養価が高く、美味しい果菜類の生産が期待できる。

さらに、植物用保水材『スカイジェル』も興味深い。
どうやら、未来は紙おむつに託されているようだ。

もはやローカル局云々ではないのです。
地方局から全国へつないでいく発想が斬新ですね。

差し出された無農薬のお茶が、しょっぱく感じられました。

昨日は県自治会館でプレゼンを行いました。
武雄からは本庁同僚職員と2人出席です。

県庁職員の方々には発言の機会をお与えくださり、心より感謝申し上げます。
会員のみなさんのご理解とご協力を得られそうな手応えを感じたところです。

そして、Eさん。楽しい話題とともに、いろいろなアイデアをありがとう。
特に子供たちへのアプローチの件と人参の件はハッとさせられました。

実現に向けて少し動いてみたいと思います。

朝８時から予定通り「美化活動」。
そんなにゴミは落ちていませんでした。良かったです。

その後、長男の友達　Eさん・Naさん・Noさんの３人が、
佐賀市・牛津から遊びにきてくれました。
みんな礼儀正しく、言葉遣いもしっかりしています。

きっと、家庭でのしつけと学校の教育が正しいのでありましょう。
佐賀県立致遠館の校風もあるのでしょう。

妻も私も、とにかく感心いたしました。
子供たちの所作と会話からよくわかります。

昼食はみんな（７人）で、新橋の先にあるラーメン屋さん「無庵」にいきました。
子供たちのリクエストです。相変わらずお客さんは多いですね。

その「無庵」で、懐かしい方と偶然、再会しました。びっくりです。
以前こちらのブログでも紹介いたしましたが、
コンピュータプログラム関連（ソフトウェア）のお仕事をなさっているY先生と
奥様、お子様です。

控えめで静かなご容姿とゆっくりとした柔らかいお声は今もお変わりないようで安心です。
先生は現在、東京にもオフィスを構えられ、週末だけ武雄で過ごされているとのことでした。

当方の子供の数の多さにびっくりなさっていらっしゃいましたが、
中学校の友達だとお話したら、うなずかれ、
「実は、今ちょうど子供の進学について話していたところ」とのこと。

先生も中高一貫教育を是非とも受けさせたいご意向のようです。
それも致遠館に。

武雄もいよいよ中高一貫教育はじまります。良いスタートを期待したいとおもいます。

Garbage had not dropped so much. It was good.

Afterwards, three eldest sons (friend E and Mr. No Na) came to play
from Saga City and Ushizu.
Everyone is politely steady of the wording.

Surely, the discipline in the home and the education of the school
are correct.
There might be a school tradition of Saga prefectural CHENKAN.


Anyway, the wife and I felt admiration.
It understands from the children's conduct and conversations well.

Lunch lived in Mr. ramen shop "MUANN" with Shinbashi previously all
(seven people).
They are the requests of children. There are as usual a lot of guests.

It met nostalgic one again by chance by the "MUANN". It is a surprise.

Even Brog here : before though introduced.
It is Mr.Y teacher, it is a madam, and it is a child who is doing the work
related to the computer program (software).

Keep from..quiet..figure..slow down..soft..voice..now..change..provide..safe.
I hear that the office is set up in Tokyo now, and only the weekend was spent from
the teacher by Takeo.

"To tell the truth, place where the child's going on to school was
just spoken now. " ..be nodded.. when talking when it is a friend in
the junior high school though it came being surprised for many of the
number of my children.

The intention to want to make the teacher receive the six-year high
school education by all means, too.
CHIENKAN.

The six-year high school education starts finally from Takeo. I think that it wants to
expect the good beginning.

ブログにコメントいただいたことから、一つひらめきました。

これからはWikiがいいみたい。
プロジェクトのツールは、BlogもいいけどWikiはもっといい。

同じボードで、加筆・編集が時空を超えて自由にできるところがいい。
ネット環境さえあれば、みんなで作業できるところがいい。

ブログは執筆者が書いたことに間違いがあったりすると、
管理者が後から訂正しなければならない。
また、担当の色も入ってしまう。

もっと確実に、効率よく作業できる、わっかもんの道具。
ウィキの可能性を模索しよう。

時間や場所を選ばず、随時プロジェクトが進行出来る。
情報がオープンならばいいとおもう。

日時を決めて、顔と顔を合わせた会議をしょっちゅうするのは今風ではない。
みんな多用なのだから、時間は有効に使いたい。

「ご一緒させていただいた者」さん。ありがとう。
おかげでひらめきました。

「ブログ担当」は再考しよう。
考えを整理して、今度の会議で提案してみたい。

わっかもんプロジェクトチームが始動しました。
実に楽しいのです。

私たちは子供の頃から、「遊び」から何か大切なものを見つけてきたような気がします。
第１回は童心に帰れる時かな。

会場に集まった全てが活き活き。新鮮です。
新聞記者・ケーブルTVの担当者のみなさんも笑顔で楽しそう。

私が座った席は、事前に用意されたカテゴリーに入っていない人の席。
いわば「何でもあり」のところなのです。

最初は、副市長と私と二人なのかなと思っていたのですが、
結局11名が座りました。

ブレインストーミングの作業（イメージした言葉や内容を紙に書く）では、
いろんな言葉がでてきて、
限られた時間で内容を整理するのは至難かと思われる状況。

こういうときにいるんですね。才能ある人が。
その人とはNさん。普段はデザイン企画のお仕事をされています。

並べられたピンク色のカードを、ポンポン飛び出すみんなの意見を聞きながら、
自分自身の言葉と文字で整理？し、テキパキと、どんどん並べていくのです。

普通に考えれば到底繋がらないような言葉でも、つなげていく。
素晴らしいセンス。あら、出来た！？

で、発表。１分間の制限時間が短いくらいの熱弁。だけど、これでいいのかい？
こう思ったところで、タイミングよく、進行役（お世話係）から、いじってもらいました。

「皆さんわかりましたか？」で、会場からは「笑い」をもらいました。
流石です。気が利いて。会場が盛り上がる進行とNさん。
これで私どもの班もすくわれた感じ。

Nさん座長で「しゃーびゃーすっ隊」の誕生です。
それはユーモアとともに産まれました。

追記：

帰宅途中の車中で同僚職員がぽつりと言いました。
「私もしゃーびゃーすっ隊に入りたかあ。」

昨晩、N君が遊びにきてくれました。
話題は肥料について。

LOHASの活動から、有機栽培で使える肥料について、
法的な面も含めて、ちょっと深くしらべてみるとのこと。

オーガニック野菜を作る過程で、何かお役に立てないか。
今、医王寺で取り組んでいる放置竹林対策でうまれたチップ。

遠くは唐津から竹チップを求めてお客さんがいらっしゃいます。
武雄市内のYさんも「畑で使ってみる。」と関心が高い。

後は、EMを投入した中間処理水との関係。
こういったところを模索しています。

私の敬愛する落語家、桂文珍師匠の一席。

今朝の課内ミーティングの話題は「笑い」。
今の武雄市役所に必要なのは何か。

課長は言う。
それは「笑い」だ。

庁舎を訪れる全ての来客と笑いあえたらいいですね。
同僚職員と大声で笑える職場だったらいいですね。
議場をでたら、みんな笑い飛ばせたらいいですね。

自分の考えが通ったとか、勝ったとか、負けたとか。
真剣勝負も大事だが、笑えるときをともにしょう。

落ち込んだ経営を救ったアイデアが、
お客さんを笑わせることだったのだ。

課長のコメントは続きます。

エアバスかボーイングの実施した乗客へのサービス。
それが「笑い」のサービス。

手荷物検査場でバックの中身を検査され、嫌な思いをする乗客に、終了時に
「これはあなたのですか。」といって両手いっぱいに広げてみせるデカパン。

機内に搭乗する乗客に座って三つ指ついてお迎えするスッチー。
荷物入れを逆立ちして足で閉める技ありサービスなどなど。
え、本当ですか・・・。

ミーティング中に笑えました。
課長、このネタ、予定通り使わせてもらいましたよ。

以下、吉田茂首相のユーモアは広く知られていますね。

敗戦後、吉田茂首相はGHQに食料配給要請を出した。

「このままでは冬が越せない！食糧不足で餓死者が100万人は出る！」

450万トンの食料緊急援助を貰った日本だが、
後の計算でそんなに 食料は不足していなかったことが判明。
首相を呼びつけて怒るマッカーサーに吉田茂首相は言った。

「そんなに日本の統計が正確ならば、我々は戦争に負けてなんかいませんよ」

マッカーサーは大笑いした。

facilitation

みんなで、武雄のわっかもんプロジェクトを成功させたいですね。
そこで、、私なりに「市民会議」で重要なことは何かを整理してみました。
少し長くなりますが、おつきあいください。

集団による知的相互作用を促進する働きをファシリテーションと言うそうです。
良い会議を得るためには、みんなでファシリテーションを実行すればいいと思います。

日本ファシリテーション協会会長の堀公俊氏は、教えてくれます。
以下、「身につけたい四つのファシリテーションスキル」から、
一部抜粋・加筆・修正しながら紹介させていただきます。

１、場のデザインスキル

会議の席のレイアウトは重要だ。
よくある失敗例が、市民、学識経験者、行政と席をきっちり分けてしまうパターン。
これでは敵対させているようなもの。
椅子をばらばらに配置するとかして、皆が話し合える空間作りが必要である。
また、会議をするにあたっての前準備も要注意。
「５つの分科会に分けましょう」とか、「代表者を決めましょう」とか、
先走って組織作りに懸命になるのもよくないようだ。
みんな最初の出会いからはじめたいのです。
成果を焦らず、お互いの関係作りに時間をかける。
その中で自然にまとめ役が出てくるのが望ましい。

２、対人関係のスキル

相手の意見をうまく引き出すこと。
感情的な発言の裏にある欲求や思いを引き出す技がそれぞれに求められます。
まず、相手の気持ちを受け止めること。
意見に「いや、・・・です。」と、すぐに気持ちを抑えるのは望ましくない。
気持ちを受け止めて、中身について話を整理しすすめればきっとうまくいく。

３、構造化のスキル

話し合いを目に見えるような形で示すこと。
ホワイトボードや模造紙に意見を書いていくこと。それを整理する。
書くことで「受け止める」効果もある。赤線なんか引くといい感じになる。

４、合意形成のスキル

議論が進み、意見が出て、どう結論づけるかは大変な作業だ。
一番もめるところでもある。
もめだしたら、出口が見えなくなったりする。
こういう時は、別の角度から話をするようにしたら良い。

さあ、みんなで、個々の立場で、ファシリテーターを実践しましょう。
すでに、市民の皆さんは、上記の手法をよくご存知かと思います。

学ぶべきは私ども。
よろしくご教示ください。

今晩はレッチリを聴きたい気分。
禅問答のような会議はいらない。

①「それじゃあ、スケジュールを作ってください。」と言うか。
②「それじゃあ、こちらでスケジュール作ってみますよ。」と言ってもらえるか。

会議中「スケジュールを作成すること」へのアプローチはどっちが理想だと思いますか。
どちらの言葉が、より良い仕事を導くと思いますか。
私は②を試みます。

相手の気持ちや立場を慮って会議したいものです。
今日の会議でちょっと気になったものですから。
第３者としての感想です。

決して、発言①を悪く言っているのではありません。
良い会議の仕方を考えたいのです。

以下、コーチング・コラボオフィスさんのHPから一部抜粋させていただきます。（　）内は加筆しました。

参加者全員で､会議の目的が共有化されていますか？　
話す人がいつも偏っていませんか？　
会議の結果に全員が合意していますか？　
次の会議に期待がつながっていますか？　
会議のルールがないため個人（他課）攻撃になり、発言しにくい雰囲気になっていませんか？　
会議の仕方でチームワークが変わります。リーダー（会議参加者全て）の重要なスキルです。

金と時間が無駄になっている会議とは。
会議が終わってみても何が目的だったのか分からない。
会議が特定人物の｢独演会｣になり、結果も変わり映えしない。
参加者の｢合意形成｣が得られず､いつも不満の残る会議で終わっている。

効果的な会議を開くことが出来れば。
会議の目的､検討次項､時間が決まっており､限られた時間内で最大限の効果がでる。
参加者全員が積極的に発言ができ､その発言を参加者全体で認める雰囲気になっている。
会議を活性化し､チームとしての能力のUPにつながる。
会議が活性化すれば､参加者が持っている独創的､創造的な意見や提案が出る。
会議議の参加者全員が参画することによって､コミュニケーションが拡大し､職場のモラルの向上になり､チームワークの活性化にもなる。

竹林での清々しいひととき

昨今、山の手入れが不十分で、竹林が放置されています。
過密状態になったり、植林の中に入り込んだりして山の保水力が落ち、
生態系がバランスを失ったりしていると言われています。
佐賀県内では荒廃竹林が８００haにも及ぶという報告もあり、
自然の環境を保持するために、竹林の手入れが必要な時期にきています。
また、山林は所有形態が複雑な場合が多く、
所有者が協働で管理する仕組みも考える必要があります。
このような課題を解決しようと、地元有志、九州大学・福岡大学の学生、
SAGALOHAS、まちづくり支援NPOタウン・コンパスの

楽しめます。

協働の本質

「カネ本意」ではなく「自己本位」なのがNPOの本質。

これは、情報公開クリアリングハウス理事奥津茂樹氏の言葉である。
以下「」で氏の言葉を借用させていただくことお許しください。

「自己本位」とは、
「自分たちの能力や資源が他者・社会のために役立つのであれば、
それらを喜んで提供する。」こと。

自己の満足度を重視するのが「自己本位」。
その対極にあるのが、行政による「囲い込み」や「安上がりの下請け」。

NPO側からすれば我慢できないようなとらえられ方だろう。
心ない自治体職員に対する「協働への違和感」。

協働の本質は何か。

以前から役所職員の言葉遣いで気になるところがある。
○○にこの話を『おろす』とか、○○団体を『まきこむ』とか。

これは役所職員の高慢な意識の現れに他ならない。
おそらく本人は無意識に使っているのだろう。

本人に至ってはなんの違和感もないのだろうけど、
市民側から言わせてもらえば「あんたなにさまのつもりね」となる。

その職員にそれとなく伝えるのだが、簡単にはいかない。
それが年上の方だったらなおさらである。

「違和感」のない協働を目指そう。
協働の本質を探そう。

竹の伐採

昨日、班長さんがお越しになりました。
用件は、４月２３日（日）竹伐への参加依頼。

私はもちろん「はい」と答えました。
武雄市北方町医王寺の熊野神社社務所前集合です。

各古賀から３名の奉仕。
医王寺区は５つの古賀がありますので、
少なくとも１５名の地元奉仕者が集うこととなります。

８時集合。
８時半作業開始の予定です。

自由参加。飛び入り参加大歓迎。
鋸と弁当持参で、是非、お越し下さい。

結構きつい労務となりましょうが、
一緒に自然の恩恵を感じましょう。

清々しいひととき。
気の合う仲間。

ここから始めましょう。

これが地元のやり方です。

今回のお話は 、
NPO法人タウンコンパスの東島さんが持ってきてくださいました。
福岡から８名くらいの方々がいらっしゃるようでございます。
今から楽しみです。

また、SAGA LOHASからも「応援にきます」と。
あたたかい言葉。
うれしい限りです。

今回は、ありのままの姿を見て、感じていただこうと思います。
地元として特段のおもてなしはできそうにありませんが、
山に入られた皆さんが、「きてよかった。またこなきゃね。」
と、思ってくださるような空気。

清々しい空気。

新幹線

北海道旅行のときの列車のなかでJRのフリーペーパーを手に取った。
「北の宅急便」とある。
特集は「北海道新幹線を語る」。
語り手は、北海道旅客鉄道(株)代表取締役会長の坂本眞一氏である。

北海道も一生懸命なんだなと、西九州ルートを思いながら、読んでみた。
以下、所感を箇条書きで・・・。

はじめのキーワードは「青函トンネル」。
これには物語がある。
殉職された３４名の尊い犠牲の上に完成しているということ。
新幹線を夢見て犠牲となった方々の御霊に報いるためにも、
新幹線を北海道まで持ってくるのだということ。

私はこういうのにグッときます。
西九州ルートの「物語」も広めましょう。

次のキーワードは「環境適合性」。
新幹線は飛行機や自動車に比べてエネルギー効率が非常に高いということ。
新幹線を１とすると飛行機は３．２倍、自動車は５．４倍であるということ。
二酸化炭素の排出量は、
新幹線を１とすると飛行機は５倍、自動車は９倍ということ。
環境に非常に優しいということがいえるということである。
説得力があると思う。

古川知事はプルサーマルで京都議定書に触れられ、
環境面は常に配慮なさっておられます。
新幹線問題も電力問題も総じて地球環境保護に繋がると、
是非とも触れていただきたいものです。
あ、でも佐賀空港あるけん。ちょっと厳しかかね。
武雄からのアプローチで考えればすんなり行くかも・・・。

最後に「広域交流圏と人口」。
新函館駅周辺人口は、今４０万人ほど
新青森駅周辺は３５万人。
この間が４０分でつながれば約８０万人が経済的につながるひとつの都市になる。
東北新幹線沿線の人口は２０年間で２割ほどの増であるので、
将来的には１００万都市が青函圏に生まれるということ。

追加で、コストのこと。
新函館・札幌間は８割がトンネルだということ。
トンネルボーリングマシンの性能がよくなって、
用地買収問題や環境問題からも着工したら非常に早くできる。
１５年で札幌にもって行きたいとのこと。
それから先はフリーゲージで、旭川、帯広まで。

どうですか、北海道のビジョンは。
視野が広く、強力で明確です。

大きな事業は、ややもすればせまい範囲で物事をとらえがちになり、
今の西九州ルートの議論のようになってしまいがちです。

当地でも今後は、広報各種において、
上記のような「物語」や「環境」について触れる必要を感じるのは、
私だけでしょうか。

「武雄」独自のアナウンスも考えてよいのではないでしょうか。

本審議会委員名簿については既に県のHPでも公開であります。
このたびの会議も公開となりましたので整理し、
私なりの見解を後述したいと思います。

住民基本台帳閲覧制度の訴訟関係はおもに
金沢地方裁判所（平成１７年５月３０日判決）
名古屋地方裁判所（平成１７年５月３１日判決）
福岡地方裁判所（平成１７年１０月１４日判決）
大阪地方裁判所（平成１８年２月９日判決）
にあります。

金沢地方裁判所では、国・地方自治情報センターが一部敗訴となっています。
「住民基本台帳ネットワークシステムにより人格権やプライバシー権が侵害されている（原告に限り）」とされ、
主文に「県・地方自治情報センターは、原告らに関する本人確認事務を停止し、
磁気デスクの保存データは削除せよ」とあります。

金沢地方裁判所以外の上記３つは、
国・地方自治情報センターが全面勝訴となっておりますが、
「自己情報コントロール権は憲法１３条で保障されたプライバシー権である」の件については、
名古屋・福岡では判断されず、金沢・大阪では認められた結果となっています。
ちなみに、損害賠償請求については、どれも国家賠償法の違法性は認められないとなっています。

ここで考えたいのは「人格権」「自己情報コントロール権」「プライバシー権」です。
プライバシー権の侵害や保障に関して、
①金沢地方裁判所、②名古屋地方裁判所では以下のような判決です。

①「私事への公開・私生活への侵入からの自由としてのプライバシーの権利は、
いわゆる人格権の一内容として憲法１３条により保障されていると解すべき。
プライバシーの権利には、自己情報コントロール権が重要な一内容として含まれると解すべき。」

②「自己情報をコントロールする権利がプライバシー権となるか否かは別として、みだりに収集開示されたくないという期待は法的利益が認められる。
しかしながら、４情報については、台帳閲覧や住民票交付が認められており秘匿される必要性が高いとは言えない。」

本国会で住民基本台帳法の改正案がだされています。
これまで公開原則だった住民基本台帳上の個人情報が、
個人情報保護に十分留意した制度として再構築されるならば、
制度上４情報の公開が大幅に制限されることになろうかと思われます。

①②に関して個人的な見解を述べさせていただくなら、
自己情報をコントロールする権利が大きくクローズアップされ、
「秘匿される必要性が高いと言えない」ところの４情報も制度上、
個人のコントロール権が及ぶ方向にシフトすることになっていこうかと思われます。

こうなっていくと個人情報保護法に住民基本台帳法もぐっと近づくという言い方も出てきて、
これはこれで整理がついてよいと思うのですが、
これだけで個人情報に関する問題が解決できるのでありましょうか。

私は消極です。

個人的な意見ではなはだ恐縮ですが、
役所の窓口で住民基本台帳上の個人情報が制限（営利目的公開制限）できても、
個人情報を利用した「迷惑行為」が問題の根源にある限り解決し得るとは言い難く、
DMが総じて「迷惑」であるとは限らないわけでありましょうし、
迷惑と思う人のために限定的にどうすべきかが肝心であろうかと思う訳です。

巷では、個人情報はあらゆるところから収集されています。
流出させている張本人は誰か。
それはその人自身である場合が大半だとも考えられます。

答えは簡単。
アンンケートを書いた事はおありでしょう。

４情報は社会とつながっている場合がほとんどです。
私たちは日常生活のいろんなところで、
氏名・住所・電話番号・男女別・年齢を出しています。

もっとも、シチュエーションによっては秘匿性の高い場合もあるでしょうが、
通常の生活の上では、４情報はオープンの場合がほとんどです。

こういった事から、
１９年度以降、迷惑なDM件数は減ると思いますか。
個人情報の流通が減ると思いますか。
個人情報の流出といった苦情が減ると思いますか。

予想は否です。

では、どうすれば解決に近づくか。
誤解を恐れず、大胆に述べさせていただくのなら、
以下の２点に着目です。

①ADRによる解決。

個人情報に関する苦情を迅速に扱う第３者機関の機能充実です。
DMを迷惑と感じる人とDM発信業者とがうまくいけばよいのです。
これを取り持つのがADR。

②一般公衆回線上を流れる個人情報の自己コントロール

これは以前、新井康平佐賀大学理工学部教授が研究発表なさっておられたところのものです。
いよいよ試験的になさるというお話をお伺いいたしました。
機会あれば何かのお役に立ちたいと申し上げたところでございます。

もう一つの作業環境。
それは、「情報端末」です。

「地域情報系」（職員用一般事務であつかう情報）は、
個人的には「さようならPCクライアント」のイメージか、
SOAP技術をつかった完全分散型の、
斬新（いまとなってはちょっといいすぎかも）な、
最先端のネットワーク構築を描いていたのですが、
私が配属された昨年の春（４月）は、仕様はほぼ定まっている状態。

結局、レガシーな「商品」をあてがわれたような感じで、
企画としては、面白くもなく、あきらめの境地で着任した次第です。

それからというもの、合併期日まで時間もないことを理由に、
情報系は現場担当者を全面的に信頼し、おまかせ状態。（すまんね。A君。）

会議は、ほとんど「はい。」で処理していきました。
古いパッケージもんですから、導入実績からも安定稼働は実証済みなのです。
安全第一ということですすめて参りました。

３月１日、新市スタート。

情報分科会会長として一番心配だった「基幹系情報」（住民情報など）は無事稼働。
電算センター職員の皆さんや窓口業務の職員の方々、
移行作業、大変おつかれさまでした。
市民の皆様に、サービスのストップや混乱があったら一大事ですからね。
実にスマートなはじまりで、ほっとしております。

「地域情報系」もおおむね良好のようでした。
端末操作者として、若干の不具合は感じられましたが、特段、問題なしです。
本庁のSさん、A君、支所のT君、N君お疲れさまでした。
気の休まる暇のない３月１日でしたね。

３月２日。
メールやインターネット環境に対する声が聞こえてきました。
「何もみられん。」「パスワードばかい、ごっとい入れんばいかん。」

しかし、ありがたい言葉です。
今後、再考する事案でもあります。
察するに「セキュリティを高めれば、生産性が低下する。」という考えからのものでしょうか。
